Historical Overview
The Altanian people used to be one of good intentions and peace for thousands of years... until the onset of technology. The exponential advance of Altanian technology brought on periods of unrest for the citizenry of the fertile Class-M world that didn't want their culture to expand into the reaches of space, believing that it would dilute their 'perfect' culture. Obviously, they were wrong... Within a matter of months after their first space flight, the riots began. After a week, thousands across the planet were dead, due to the disorder that had stirred in some of the less enlightened settlements. Within another 40 years, many of the luddite Altanians had separated from this rapidly changing environment, and retired to live in primitive towns and villages. This new division of the Altanian people progressed peacefully for several decades until the Altanians came into contact with aliens in 2234. On a routine warp patrol mission, the Altanians had ventured unknowingly into a Federation colonial zone, and came int contact with a Tellarite mining ship. They met on very amicable terms, and within another decade, aliens were finally allowed to land on their homeworld, and settle.
Meanwhile, the luddite-philosophy peoples of Altan III (now generally called the Jiannx, or Barbaric peoples became fanatically angered by this, and opted to destroy the extraterrestrial presence on their homeworld. Terrorist attacks 'persuaded' the Federation presence that this was an unstable society. The Federation decided to leave the Altanian society for the time being, to let them fully integrate themselves into their new era of space age technology. This however, was all the Jiannx needed to expand their rebellious philosophies and influence into the hearts of many Zianxx (prounounced Zhee-ancks, also called the Civilized Peoples.)
From the start, many Zianxx had been suspicious of the Federation's apparently 'peaceful' motives, but they had made any demonstrations openly stating their disdain for the extra terrestrial presence. Much unlike the way knowledge of alien life had united the Terran peoples on Earth, contact with Aliens had divided the houses of Altan, slowly but surely.
The government began to discover corruption within itself, and as the Jiannx threat grew larger, they decided to keep the aliens out of the picture until they could keep their own planet under control. After the occurances of new Jianxx hostility, the Ziannx declared a state of war with the Barbarian nation, and immediately dispatched 2,000 000 Legionaires to combat the Jianxx and end their animosity. The Jiannx however, had been progressing in their own manner for the past century, and their contempt for the rest of the world had convinced them to fashion weaponry of their own. They posessed massively different weapons from the Zianxx, and their armaments easily countered the Legionaires standard distruptor rifles. The legion outnumbered them by a longshot however, and the civil war endured for many more years.
During this war, several factions of the Jiannx (Barbarians) had grown tired of this constant warfare, and wished for peace amongst all of the Altanian sphere. They renounced their ways of luddism, and started constructing their own fleets of starships, to explore the universe on their own. Calling themselves the Lana Anxx (Redeemed People) they emigrated from Altan III and settled across two planets on the outer rim of their solar system, in a hope to give new birth to the Altanian culture, and enter the galactic view in peace, and prosperity.
In 2292, the Altanian Zianxx council had finally decided that enough was enough, and that they wanted the so-far peaceful Federation to intervene. Requesting peace talks with the enemy, the Civilized peoples received the USS Endeavour, captained by Captain Alexander Kynes. The council however, had a secret plan. Their past generation had told of the aliens' immense power and speed. They decided that to truely unify the Altanians, they would require a technology leap. Kidnapping Lieutenants Jade and McVanlen, the Altanians demanded the aid of their technical expertise, but they refused them. War reensued with the Jianxx, and in a way, this action sealed the grim fate of the majority of the Altanian people.
Disregarding every moral in their holy book, the Zianxx resolved to use the Omir-Jivanal, the Great Barbarian Killer. Devized over 30 Altanian cycles ago, it had been a military secret held under lock and key. Greatly resembling a Terran thermonuclear missile, 16 of the Zianxx's 4000 warheads were used on the largest of the Barbarian settlements. Left to fend for themselves by the Lana Anxx, the Jianxx's populations were decimated. The barbarian's retaliation was even more deadly. Using their tectonic amplifier, the Barbaric peoples (in a suicidal rage) activated their weapon on the highest setting, setting off a planetwide earthquake of unimaginable magnitude. Within a matter of seconds, the population of Altan III was reduced from 14.4 billion to a few thousand.
Up in space, the USS Endeavour was in a dire position also. After having been attacked by 4 Av'let cruisers, their vessel is in tatters. All seems hopeless, until a fleet appears of the horizon. They are the Lana Anxx, the largely forgotten splinter group of the Barbaric peoples, come back to save their gateway to peace with the Federation. Saving the USS Endeavour, the Lana Anxx help the Federation crew save their kidnapped crewmen... Despite the collosal loss of life, the Lana Anxx, now calling themselves the Altanian Revival Confederation, maintain their faith in saving the Altanian culture. Their capital city, stationed on Altan VII, has now grown to a population of 100,000, and during their short time away from their beloved homeworld, they have discovered much about interstellar colonization and survival.
Seeking help from the Federation, the Altanians promise they will join the Federation once they get their civilization into stability, once again...

The Altanians are very slender. Their average height is 5.8, and their skin is of a greyish pigment. There are no pupils in their eyes, which is believed to have been a cause of Zianxx genetic engineering. Their hearing is very efficient, and can hear frequencies far higher then any human. Physically, they are not very strong, but are very agile. They are also skilled climbers. The Legionnaires and Marine Forces of Altan III are also genetically engineered upon enlistment to become stronger, and to increase sensory perception. Many humans have also compared their physical appearance to that of the Grays, the ancient terran ideal of an extraterrestrial.
